When the bike is level, the oil level should be between the upper and lower lines marked on the sight glass. I keep mine right AT the top line, not over it.
If it's over the line, you could let some out from the oil drain plug located unedr the engine. As for your question regarding what damage could be done if it is overfilled, I'll leave that to some of the more experienced mechanics on this forum. I do know, however, that running with too much oil is not good. Check the level frequently!
